Kingston to Update Council Procedural By-Law

Changes on the Horizon

The City of Kingston is planning to amend its Council Procedural By-Law, aiming to improve the way Council meetings are run.

The proposed changes include increasing the number of delegations allowed to speak at Council meetings and restricting delegations to only those reports that include a recommended course of action.

Additionally, motions related to spontaneous or international geopolitical events will no longer be allowed.

Other updates involve housekeeping changes like adjusting the Council agenda structure, introducing electronic voting systems, and renaming Town Hall meetings to Public Participation Meetings.

Residents can review the full details, including a staff report and the proposed amendments, on the City’s website starting September 12, 2024. The Council will discuss these changes at a meeting on September 17, 2024, at City Hall. Public submissions are welcome until September 16, 2024, and those wishing to speak must register as a delegation on the City’s website.
