City releases urgent winter services plan to protect residents from cold

New guide outlines shelters, warming centres and outreach for 2025–26.

The City of Kingston has released its 2025–2026 Winter Services Response Plan, offering a detailed look at the supports available for people experiencing homelessness during the cold months.

Published on Dec. 1, the plan lists locations providing emergency beds, overnight services and warming spaces, along with their hours and service summaries. It also highlights weekday and weekend daytime drop-ins and outlines street outreach and prevention diversion services.

City officials say the plan is designed to adapt throughout the winter as demand changes and new spaces become available. Several sites are expected to add capacity in the coming months, especially if services shift at existing locations.

The document will continue to be updated as conditions change and as partners adjust their programming.
