Inquests into five deaths linked to Collins Bay Institution

Kingston-based coroner to investigate

The Regional Supervising Coroner for the East Region has announced inquests will be held into the deaths of five men connected to Collins Bay Institution in Kingston.

Dr. Paul Dungey confirmed Monday that inquests are required under Ontario’s Coroners Act because the deaths occurred while in custody or after transfer to hospital.

Those who died include 41-year-old Shimon Abrahams on June 13, 2022; 39-year-old Quinn Borde on April 2, 2022; 35-year-old Shane Gammie on November 24, 2018; 51-year-old Christopher Sipes on November 21, 2019; and 26-year-old Qin Long Xue on November 13, 2020.

Inquests are held before a jury, which may provide recommendations to help prevent similar deaths in the future.

The coroner’s office says further details, including dates and venues, will be announced later. The inquests are expected to shine a light on conditions and procedures within the federal prison system.
